Finally got a chance to look at the car and you were correct, when the garage carried out the repairs they obviously leaked out the power steering fluid and hadn't bothered to top up as the reservoir ...

Something's not right if it fouls the bumper! It doesn't have that much adjustment, maybe its misfitted at a join or the bumper isn't straight on the car, etc

Why don't you just take it to an exhaust place and let them look at it, then give you an estimate of the cost of fixing it or show you the issue? They won't have the part in stock so you won't need to ...
