I am planning to swap my ECU on my HDI 1.4 2003 from another 1.4 HDI 2003.
Is it just the ECU, Chip in the key fob and the Transponder around the ignition barrel all thats needed to do the job.
Is it just plug and play?

Last time I did one it was a pre-plex model, I tried to swap just the ECU and chip but it wouldn't start. In the end I changed the chip, ECU and BSI and it was ok then.

Engine ecu, BSI unit & transponder chip inside key.
The transponder aerial ISN'T coded.
Changing the BSI unit can activate the anti clocking feature on the instrument cluster.
BSI unit needs to be configured correctly for the equipment actually fitted to the car.
