If you drive fast down back roads etc on the other hand only pump up to about 23 psi

On the side of the tyre it will state the MAXIMUM safe working pressure, in normal running you wont be anywhere near this figure.
Tyre pressures should be set when the tyre is cold / stood overnight.
23 psi is far to low a pressure for a 206, you risk overheating the tyre & causing a blow out not to mention the p**s poor handling & uneven tyre wear it will cause.
33 psi front & rear will be idea.

that make sense. slick don't need much pressure compare to road tyre as their side wall is like concrete.
