Shouldn't make any difference about the legal cover. If it does go to court and you are classed as a victim/witness the CPS represent you. If the witnesses do withdraw their statements, it is down to CPS to decide if there is enough evidence to pursue a conviction.
If the police decided to charge you with anything or you are claiming for any personal losses like time off work, excess or hire car, they would have to be claimed in civil/county court and that's when your legal cover would kick in.
