What fuel are you using? Shell v-power is the best to fill up with before the MOT.
Failing that get some Redex fuel treatment to give the engine a good clean.
When was the last service? May find that the air filter and dirty plugs are adding to the problem
What year is the car, might be ready for a new CAT.
Was it tested as a 1.1 or a 1.4? Your max permitted of 0.30 and 200 are the same as my 1.4. Couldn't say what a 1.1 allows.
What else did it fail on to need a retest in the first place?

Not all places give the car enough time to warm up so it can be out, give redex a try first then rag it

I suppose in theory the engine should be running leaner with a 1.1 ecu fitted, although the computer could be confused as it is needing more fuel to fill the cylinder. I don't suppose you will know if the car feels underpowered or not.
