Devil Eyes manual adjuster

I dont suppose anyone knows which way you turn the dipped beam adjuster on the drivers side to get the beam to point higher?

Ive tried both ways and it doesnt look any different either way.

If you pull close to a wall at night then adjust it you can see it moving, if it doesnt move its probably broke.
