Push it up through the hole.
The Peugeot / Citroen fitting kit has all the new bolts, washers, nuts, springs you need.

it the bit in the manifold that stuck. it snapped by the spring hence why spring fall off. will it just undo or is it welded in?
Its just a bolt, it will be rusted in.
so cut down and drill out?

Just take it to a fast fit place then, they will have fixed thousands of these over the years, Peugeot / Citroen has been using this set up for 25+ years that I know of.
