For every 10 degrees reduction in temperature you need 3% more fuel so cold weather isn't going to make much difference.

33 mpg average is perfectly fine for the conditions I make my TU3 operate under

Summer temps are around 15-20 degrees, Current temp 0-5 degrees
there's 3% more fuel atleast there
I'm sure that will give around 3-5mpg worse off!!

If it has had a good service and tyre pressure are correct and your driving style is perfectly Eco then there is nothing else you can do.
Mattie- 5% more fuel used. At 27mpg = 1.35mpg less = 25.65mpg

I know a GTI isn't one of the most economical cars out there but 27 mpg still is very poor - if driven softly! So in my opinion there's either something wrong with the car or with the style of driving...
