rad cooling fan

the fan on my peugeot 206 1.1lx year 2000 only cuts in at high speed. should it not also run at low speed ?
I don't have the relays and resistor that are suspect on some models ?
fan at fault ? Question

Pretty sure the two speed fan only came on models with air con. Someone will correct me if I'm wrong.

just checked with a mate, he said the rad fan on a1.1 lx are single speed. However my fan is past its best sounds like a bearing starting to go when operating.... can they be rebuiilt ?
