Any idea?

What kind of noise were they making?

Could be the resistor on the blower motor.

They don't make any noise. The A/C is turning on, but the fan is not working at all.

Resistors tend to stop one fan speed. A faulty resistor tends not to stop the fan completely.

Turned out to be the resistor. Replaced it with Peugeot OEM#6450.EP
