rust under tail-lights

Howdy!

Decided to rust-away my pug (I mean, get the rust away), got a Dinitrol underseal kit and wirebrush drill bits, but first thing today I wanted to find out where do these drops of water come every time after rain:
 


Looked up the chassis cut-out and cursed the world through:
 


Got the driver side tail-light out, and saw this:
 

 


So I presume under one of those lips the water gets in. I've just dabbed a bit of Polyfilla under the lower rust nest (just for couple of days before I seriously "dig" in) to see if I get them water drops again.

Now I need a plan of action - what would you advise?
Wirebrushing as much as possible, then spraying in some rust converter, followed by cavity wax and an underseal, and hope for the best? It's tricky when the rust is at the seam.

What about the rust bubbles inside the chassis where it's near-to-impossible to scrub anything?

Passenger's side is looking better (and insides are still dry) but also caught up already and asking for treatment:
