If the belts not turning that's not a good sign. Put the car in second and rock the car back and forth. Does the belt move then. Off not likely a knackered tensioner or pulley. Don't keep trying to crank it your proa lay damaging to the valves.

Chances are the valves are lunched then

Was the alternator turning when you were cranking it over?
If not then could be the starter isn't engaging with the flywheel. If this is the case then try giving the starter a tap with a hammer while someone cranks the car over so it frees off the solenoid.

What mileage is the car on and when was the belt last replaced?
Which engine is in the car?

Unless your handy with the spanners then it's sounding like a visit to the local garage to have the head removed and further investigation done. I'd be airing on the side of caution and preparing for the worse which would be a valve replacement, possibly easier and cheaper to buy a recon head. This wouldn't solve why the belt isn't turning and could be a number of things adding further complications.

Belts probably stripped a section of teeth so it is slipping on the crank gear now rather than being pulled around which is why the engine is turning over but that belt isn't moving ..

But as above that does mean that the valves and pistons have come together .. which is not what you want.
