Hi, this may seem like a stupid question but is it ok to put axle stands under the sills near the conventional jacking points?

I would say no, try to put them under the bottom arm or subframe. That will be a stronger place to balance the weight of the car on.

No. I have seen many bent sills this way. It is OK if you put them on the lip of the sill but even then you want some soft packing to avoid cutting through the undercoat and paint and creating a point for corrosion to start.
