No point running the cooling fan at anything less then 89 deg C as the thermostat will be shut & there will be no coolant flow from the engine through the radiator. Until the thermostat opens to allow the hot coolant to flow in to the radiator, it & the cooling fan are basically not doing anything to aid engine cooling.
