There is more than one earth strap, I would physically remove and inspect each of them before replacing the starter. Only a few broken wires on a strap will throw up issues.

At £250 it won't be new, it will be reconditioned.

By the time play is noticed in the trailing arms generally the pins are badly worn and are beyond repair anyway.

All wheels fitted to the 206 should have an offset between 25-28.

I doubt you'll have anything to worry about. I changed up from 15'' Siroccos to the 17'' Vortexs with no issues.

195/55/15 is the correct tyre size for the Sirocco wheel.
