i think the only reason they say remove the steering pump is for clearance as it sits over the top of the alternator really and yes the auto pensioner for the aux belt is a f-c-c-r

have a look for aux belt removal guide thats half the job done then i believe its just a case of battery disconection undo multiplug and bolts to the alternator and it should fall out so to speak

have you tried Paint-Body-Shop-Supplies in your local area usually they can use paint chips to define your closest colour match and supply even in aerosol form

if as you say the tank seal and top pipe was full of sealant it is possible that when you fixed this the lift pump in the tank or fuel lines got blocked partly
does sound like fuel starvation to me ...

it will be best to hire the tension tool from your local hire shop (seem gauge ) an i thing the belt change is around 72 tho but dont quote me on that
also dont forget to turn over the belt atleast ...

if your looking at these make sure you check the lifters aswell (cold start tapping ) but as
Steve206 says service history is a good start if unsure take someone who drives a diesel with you
