Had this issue on my 2003 TU3 powered 206 - BSI software update cured it.

Does your Quicksilver have the double hazard & door lock button fitted?

On a 22 year old vehicle it could be anything ...

The blower fan is a red herring - the BSI will have shut that down as it cannot see the battery charging.

Check the main earth lead from the battery where its bolted on top of the gearbox & then on ...

Get the ID numbers of the COM2000 unit currently fitted to your vehicle & see what you can find.

206 did share certain COM2000 units with Peugeot Partner & Citroen Berlingo of same era.

The drivers airbag is a dual stage device on these multiplexed 206s so it has 2 x explosive charges inside it.

There are 2 x connector plugs from the COM2000 unit in to the drivers airbag.

Does your 206 have side air bags fitted in the front seats?

If it does check the connector plugs under the seats.

206 airbag system is pretty simple - fix the fault & the light will go out.

Nether of those pictured - those our both clip on type multiplexed steering wheels.

A 1998 built 206 will be a SCREW on airbag type / non multiplexed steering wheel.

1.6 XS was a TU engine.

The 2 litre GTI was an EW engine.

Gearbox & subframe are different for a start.
