Thanks macca1411 - it turns out that my friend's 51/2002 206 has a multi-plex loom.
We tried removing fuse F22 in the passenger compartment (and got no power to the 12V socket when the ignition is ... |

A friend of mine has a 51 plate Peugeot 206 and the 12V lighter socket is only live when the ignition is on.
