no coming round on to the side of the car aswell, how easy would it be to rub it down etc?

The paint on my 206 is flaking off bad on a couple of the wheel arches, is there an easy diy fix or is it a body shop job? starting to rust a bit..
also it seems to be caused by the clips of the mudf ...
