Pull the black piece of plastic that you use to slide the seatbelt up and down hard and it will come off then there's a screw to undo that reveals large bolt. Remove that and seatbelt should be remove ...

It is bolted on but can't say I'm sure on how to remove it. Do a quick search it will most likely have been covered already
