Gearbox drive shaft seal(s)..........you need to remove the drive shaft, prize out the seal and push a new one in, then refill the gearbox with oil.

Might be the pads lightly rubbing against the disc.........does the noise stop if you gently touch the brakes?

The whine is definately caused by an overtensioned timing belt, get it correctly re-tensioned asap.
