I've not seen a 1.4 with an in tank pump? Has it had an engine transplant and was really a 2.0 before?

Is the EGR stuck open? Can you get air flow readings whilst it's running?

You could try unplugging the Egr down the back of the engine to see what happens but you WILL get lots of fault codes so you will need Peugeot Planet to clear them all.

Is this when stationary or when moving?

Yes, It's faster for me this way as I can take the bottom out keeping the heat shields in place, taking the complete system off to fit the pipe is a lot harder.

Personally I think it's best to hollow the canister and then you don't need to worry about future MOTs

Well, I had them made up and tested them all on my 206 1.6 and yes they fitted perfectly. We then bought a 307 1.6 and they don't fit. I have a strange feeling the sump is different and the alternator ...

For a 306 HDI I wouldn't be paying much more than £750, they go quite cheap nowadays. If you can get one with less than 80K on it then maybe a bit over a grand.

I do have some pipes in stock that will fit on the 206 1.6 HDI, although I do recommend hollowing the canister to avoid problems with strict MOT testers.
