the very top layer of rubber? thats common and wont be linked to your problem

An egg does the same thing. You could use radweld, but I don't rate it.
If the rad is leaking, then you would be better off getting it repaired or exchanged.

Yes the very top rubber that runs around the outside of the cylinder head.

To be on the safe side, I'd start off by replacing the hose & clip.
