is it worth decatting a pipe on a 1.4 hdi 03 plate deisel ???? does it make it sound much better i have a peformance powerflow exhuast on it now?

i would say its a fair restriction as its right by the turbo, was reading up on what pro_steve has done to remap these and he claims that the Exhaust gas temps are fairly high on these engines at standard. So this could be the CAT/Particulate Filter (whatever you want to call it) is also restricting heat from escaping the turbo faster.
