Was pretty sure it's MOT fail, but after googling it's dubious: "if it's there, it has to work" attidude of MOT testers. Surely doesn't mean if your car has no brake sytem fitted, it will pass (probably it will, if pressing on brake pedal the wheels will somehow stop regardless), buy you catch my drift.
Now why don't i have a fan:
It simply never switched on even during hot days in traffic jams (coolant temp never gone above 95 deg)
So after wrecking the front i did not bother fitting a new one as it was not essential.

Can't say ive ever heard us failing a car in its mot because it hadnt had one fitted, and would imagine so long as it doesnt over heat then it should be fine, we have had to abandon a few mots however because the fan didnt work and overheated resulting in a major coolant leak etc.

thanks ! So as I understand, in your latter case the engine itself was prone to overheat, when having a fan becomes essential.

MOT is bascially a safety check. Radiator fan isn't a safety item. Car might overheat on the emissions test if it has no fan though.

If car overheats on MOT at any point the tester can abort the test and hence fail, but without having the testing manual in front of me cant be sure if it has to be fitted, but don't remember it being a reason to fail
