Central locking stopped working after I changed a fuse and cigarette lighter which was not working (navigator required!)

What I do know and have tried based on lots of useful information from this forum - please remember everything was working ok before I touched any of the fuses:

1. Door locks are not bouncing or mechanisms trying to engage at all.
2. I checked all engine compartment and internal fuses both visually and with a multimeter and all are ok.
3. Have checked size and location of all fuses with information on this forum and all ok.
4. Have tried re-programming the fob with no success.
5. All electric windows and mirrors work fine - a lot of these use the same circuit and/or fuses.
6. The car runs perfectly normally and all accessories & lights work fine.
7. Have tried a re-boot of the BSI.

You can hear something happening under the steering wheel like a very gentle switching sound but no noise from any of the door locking mechanisms whatsoever.

I've looked in my wife's Peugeot manual which starts from 2002 onwards so not 100% accurate for a 2000 model, but the only thing I can suggest from the circuit diagram is that perhaps there are some electronics or a relay on the BSI that have developed a fault.

Does anyone have any ideas or alternatives tests for me to try to diagnose the fault?
