Hi

I have noticed my engine block meant to have 8 head bolts but there are 2 missing.

What damage will this cause?

Don't think they are the head bolts .. they will be under the cam cover ... maybe on different models these hold pipes, cables, etc ...
Down to just the 1.4 HDi. Cayman Green 2.0i CC sold.

What He Said they look like threaded holes to attach clips etc too to me. If you look down them is there anything behind them or can you see straight through

Way to small to be head bolts plus head bolts bolt into the block and are under the cam covers.

If the rocker cover was supposed to bolt onto them it would be sat on them...it isn't.

They arent meant to have anything in. My old saxo was the same (j4 engine) whereas yours is the newer jp4 type but it still applies. You have nothing to worry about
