I have just had a set of second hand angel eyes arrive today, they are in good condition other than the inside of the cover, it is filthy in there, I can see that it is attached with clips but the lens doesn't move when you move the clips. Anyone any idea of how to get these off safely so I can clean them before they grace my car?

Without seeing the specific ones you've got, most likely the lens is attached to the housing with glue/mastic to make an air/moisture tight seal.

Typical procedure for splitting headlights is [real careful] use of a hot air gun or powerful hair dryer along the seam. Or heat the entire thing in the oven at about 75-100 degC, then possibly combine with hot air gun / hair dryer if it proves stubborn.
Start low and increase heat only if things don't give.
Use gloves to protect your hands as you pull the pieces apart.
