My other half has an X reg 206 LX, preplex and it has an issue with the rear nearside light.

When the lights are on and the brake is applied the rear light goes out and the brake fails to illuminate. With the lights off, the brakelights work fine.

Coincidentally, one of the rear numberplate lights are out too, I guess this is the bulb but could this have anything to do with it?

IIRC the plate bulbs are in parallel to each other, so one out and one working is likely a bulb issue (could of course be the last bit of wiring out to just that light).

Other lights dropping out as the brake is applied sounds very much like a ground fault, Ie instead of the normal proper ground, the normal rear light finds its ground through the brake light or other weird ways. As the brake light line feeds +12 to the brake light as the brake is applied, this unorthodox route to ground disappears and the normal lights cuts out (as it effectively has +12V at both sides, instead of +12 and ground).
Not sure as to why the brake light wouldn't light up though.

See if other funky stuff happens when you select reverse and or indicate...

Fault could be in the wiring or internal to the light. Easiest check is to follow the ground wire which should be attached to the body at the front, upper left area of the boot (need to unclip the carpet)

If the ground wire is OK at the ground point, you might try disconnecting one side at a time and see if the fault lies in one specific side light.
Then you might look for corrosion in the internals of the lights, check the connectors as well, but easiest would be to try a known good set. Stock 206 rears shouldn't st you back much these days...
