A waste gate opens in the exhaust side of the turbo when pressure in the turbo builds up too high, normally after heavy acceleration.when the waste gate opens the exhaust gases stop spinning the turbo spools.

Because you will loose all the pressurised air from the induction system so you will have major flat spots, and will run on atmospheric pressure for the initial acceleration just after the dump valve activates. petrol engines rev alot faster thus charging back up quicker so the flat spots are bairely noticeable.
