A waste gate opens in the exhaust side of the turbo when pressure in the turbo builds up too high, normally after heavy acceleration.when the waste gate opens the exhaust gases stop spinning the turbo spools.
A dump valve dumps the pressurised air in the induction system back to the atmosphere, a dump valve is used to prevent the turbo spooling back on itself.
Not strictly into the atmosphere, depends on what car

It's purely for willy waving. They aren't that difficult to fit, and won't cause any issues with the engine, as they are just designed to make the sound when you shift.

as fezzie wrote, it's wastegates. and no, not all turbo's have wastegates. the VGT (Variable Geometry Turbo's) turbo's fitted to the 1.6HDi FAP dont have them as the ECU move the vanes inside the exhaust wheel housing to control the turbo speed.

more boost maybe? but with more boost, other things need changed. I.E. mapping and if you're doing it on a 2.0HDi, you'll be better off fitting a FMIC first to help keep EGT's down.
