If its just the (!) warning light coming on check the handbrake switch.

Drums off, clean the shoes down with brake cleaner, check the shoes are ok, no leaks from the cylinders, free off the automatic adjusters & put it back together.
Then settle the shoes in before checking / adjusting the handbrake cable.

Where the shoes replaced at the same time or just cleaned up?

Its always advisable to replace brake shoes when leaking brake cylinders are replaced.

The STOP warning light would come on as well at the same time if the brake fluid level was low

Very true!.........the brake shoes should always be renewed if they've been soaked in brake fluid
