climate controll fan blowing constantly

The climate control fan is blowing constantly on my 206 1.4 GLX. Regardless of where the fan speed is set it blows at max all the time.

I have taken the climate control panel out and checked all the dry joints with a soldering iron, but this has made no difference.

It even blows constant without the control unit plugged in, so I am guessing that the control unit is not where fault lays. Has anyone else had this problem?

Any ideas as what could be causing it to constantly blow.
