Have you had your head under the back wheel to check that the cable is still attached to the lever on the caliper. Might be a break in the middle of the cable.
Stick a couple of bricks in your boot so you can chock the wheels if you park on an incline. Ask whoever is doing your pads to order a handbrake cable too and fit that ASAP.
