how do you free rear break valve?

my last car garage said they used wd40 on to get it working,

how do i go about it Confused ?

how do i know if its working again ?

sorry im bit vague on the valve etc

Spray it with WD40 and work the arm that the spring is connected to back and fowerd with a pair of grips until its free.

Will the on the nearside rear wheel, jack up the car remove the rear wheel and u shuold able to see it. Use wd40 to loose it and better off to put some grease on the moving parts to prevent it from seized up again. There should be some movement on the linkage of the spring if is been free.
