You just have to perservere, keep wiggling the steering wheel whilst gently turning the key, may take a few attempts. What ever you do don't use excessive force!

Try rotating key with strongness: it can break inside ignition, but that's the only way to remove it. If you can remove it, you can buy just electric part of ignition (P/N 992712), elsewhere you'll need new complete ignition with a new key...
