please4 help 206 wont start

hi guys newbie here and looking for some help/advice ,bought a 2003 206 8 valve as a non runner engine turns over fine , fuel pump has no voltage at it nor does coil pack the key is making bleep when door is open so i guess its been recognised i have ign on voltage at plug 2 b 4 on ecu not sure what else i might be looking for the engine management light does not come on either, i have swapped fusebox and it made no difference, have stripped back wiring harness at bulkhead to check for damage and all is good, any tips or help would be great as i dont want to throw parts at it am thinking ecu could be faulty as my scanner wont comunicate with it and as i said the engine management light not on hope some one out there can point me in the right direction many thanks in advance.

Use the search box at the top and see what it throws up. Been loads of non starters recently with certain components being fried by carelessness.

As you cant get a fault code read and you cant comunicate with the ECU I would think it is probably an ECU fault here..... But I might bwe rong
