It's the emergency eject. You'll have to take it into peugeot to get it looked at.

The stalk will but you have to activate if they arent already.
To activate them turn the key to the first click and hold the button down, you will hear a bong and a warning message will appear on the dash display.

I got a Xsara Picasso as a hire car on holiday and the auto locking and auto lights weren't switched on. So I activated them. They also have electric folding mirrors too.
