How much will cost me to replace the light and fix the bumper?
Should i pass this bill onto other person?

If you don't want to go through the insurance get afew quotes show them to the person and explain you want the money before the works done (otherwise they could end up not paying and you have no proof of the damage once its fixed)

there was only one or 2 scratches on the spare tire cover, she had a honda crv.

She is guilty of failing to stop at the scene of an accident. What the stop actually mean is exchange contact details with all interested parties.
You can get her name and address from the DVLA for a small fee, but the police will do it for free for you
Edit. Just read you got her phone number, suppose thats a start. Ring her and tell her you need her name, address and insurance details (as required to be given by law) for your claim form. Odds are she will offer to pay cash to avoid going through the insurance. If she denies all knowledge, then contact the police and give them a description of the driver. Check your policy docs and it should state this somewhere. It needs to be done if there is any chance of a claim going in, whether your claiming on your insurance or not. Contact your insurers and tell them whats happened as soon as. If she denies it you don't have to claim on your insruance and the worst that could happen is they keep a record of a non fault non cost incident.
You have her number and her reg, if she denies that there was an incident how would you have this? why is there damage to your car and hers? (however small) She will start to look very silly, very quickly in front of the police if they decided to question her.

The OP should either ring the woman and ask for her details (as previously stated, required by law to provide), or report the accident to the police within 24 hours.
To the OP, did you provide your name and address to the other party at the scene? If not, how do you know that she is not filing a report saying that you failed to stop and provide details.
To the police it's a damage only accident and they just supervise the exchange of names, addresses and insurance details.
You say the damege to her CRV was on the spare wheel cover though?! aren't they normally on the rear of those cars? not on the bonnet?
She reversed out of a parking bay and hit me. I was stationary.

yeah it will mate, last year my car got hit while parked in a car park and the dumbass driver who hit me trying to park their car still parked next to me but left no note etc so all I had was their reg no. and just gave that to my insurance company who were able to get the other parties details
