Probably, certainly if the passenger side remains unlocked then the others will copy it and never stay locked
How do I see if it's recieving a close now?
A close now signal? You study the wiring diagram and see which wire is the command signal wire and check if it receives a pulse when trying to lock the car

Tell them the symptoms you are experiencing in the best detail you can, write it down for them and then let them decide what is wrong and fix it
It's a very common fault on all cars so it shouldn't take them long at all
