paint work bubbling and cracking

my bud's 206 seems to have more paint problems now.
first off we see bubbles on the bodywork like there are air pockets between the paint and the top coat.

on other parts of the car the paint appears to have crack into many lines like a frosted snow flake pattern. no bubbles no damage on the top coat, just the colored paint cracking beneath it. the paint just cracked up on its own and it looks like a blemish from afar.

what causes this? would a trip to a car detailer for a wax help ease up those bubbles? or is it doomed for a respray if it were to be fixed..

Has he had the car repaired at anytime?
The cracking sounds like a reaction in the paint.
I've heard of the bubbles problem before, but normally on the spoilers.

Some pictures might help identify the problems though

Well I'm sure your bud's 206 have been repaired before,the parts that have this issue been fixed,and the bast coat was not done in a good way,like being tooooo thick liar to cover a dent or hit on that part,which is fine for a year or few months,then cuz of sun+water or been hit on that part by closing it hard,the base coat (filler) start to crack,and make the pain work crack as well,which is need to be repainted and fixed from scratch.

damn most likely he bought a car that had been into some sort of road accident. the previous owner must have rear ended someone if that is the case, what are the tell-tale signs of a car being in an accident? anything to spot from the engine bay?

Overspray is the most obvious, broken, bent or missing clips, twisted brackets and mountings behind the bumper, seam sealer that doesn't look original.
Even check the manufacturer mark on the windscreen. Doesn't mean it's had an accident, just shows if the screen has been replaced.

Most of the time there is a little give away, it's just knowing where to look.
