i have found out that when i turn 20 in feb i can get pretty cheap insurance on 206 1.4 quicksilver. I just wondered if i could see what people thought of them and if its a good decission going from a 1.1 style to a 1.4 QS ?

My opinion is that a 1.4 probably is not going to be much better than a 1.1 although the interior will be better I guess.
A 1.6 16v would be a decentish performance jump.

Even the extra cost (if any) on VEL duty won't come to what your saving on insurance.
I have a 1.4, it's quick enough for what I need and will quite easily do the same legal speed limit on a motorway as a performance car.
I'm getting 38 mpg out of it which isn't too bad since I am rarely off urban roads.
I've not driven a 1.1 so can't compare to that. But at 20, it's a step up and won't cost you any more to run. So I say if you want to move to a 1.4, do it. It's your choice in the end, and in this day and age, if it saves you money, then it's better still.

Buy a car that young people dont normally drive
When I was 19 I had a 3 year old Peugeot 405 GTX 2.0 litre saloon, cheap fully comp insurance because young people didnt drive family saloons.
Think out the box
Insurance companies work the premium out like this:
Young person insuring a 206 = total loss claim sooner or later
