You will struggle to find a free GPS device as the company's make their money from the monthly charges.

No monthly fees. You use a website to track the vehicle. We use it for where the drivers go, how fast they are driving, braking and acceleration behaviour, distances, times etc. Maybe thats a bit more than you need? They are fitted inside the dash so no one can see them or fiddle with them either.
Have a look at them.

But as lee said get an android phone and use that cheap and cheerful and its easy to hide...Google latitude is an excellent app too.
