Sounds like battery, it maybe reading 12.56v but when its trying to crank the volts will drop meaning it will not fire up.

What year is the car? As some 206 you can not jump start.

My mercedes did that as well when the battery died. All warning lights flashed on and off, all the relays clicked on and off and the whole dash was nuts. New battery is the solution.

12.56 could be surface charge... Put your headlights on for around 30 seconds, leave the car 5 or 10 minutes and then test it.

You should be weary about jumpstarting a multiplexed 206 because you can damage the BSI, I've used a booster pack on 3 multiplexed Peugeot Partner's before and personally never experienced any problems with the electrics but obviously it's up to you wether you risk jumping it.

It's not multiplexed.

A good battery should always be 13.2V or slightly higher. Any battery reading less is beginning to fail or the charging system is not what it should be.
