stearing wheel wobble

can anyone help me?

when i drive my car and going down road with bumbs or litle holes the stearing wheel moves quiet abit like when id drive over itd move or wobble. but when i sat in another car and went down the same road i noticed that the stearing wheel in that car was hardly moving at all.
does that mean my car needs wheel balancing or tracking?
or is something else completey messed up
