Its likely the shaft has been shagged already if the bearings have gone that quickly, either that or the bearings were put in badly with a hammer or something, and as im sure you know the shaft cant be replaced

The stub axle can be replaced. It is a big job thats why most just get another axle. Im goin to strip and re-build an axle I have and fit that. Shafts definately shagged as you can see the top of the wheel is set in more than the other. The one thing I hate about french cars.
