They have used threadlock on that nut and it will be seized as well.
Use WD40 overnight on the whole assembly.
Again, do not over-tense the spring.

You are definately not meant to hook to a pipe, there is a small side-mounted
bolt on the arm with a 'collar' on it which it hooks onto.

As Mr.BSI says you must check it in a garage sometime soon as it's a safety issue.
This is not a regular adjustment 'to your preference' so to speak.

However, it is possible to get it pretty damn spot-on if you try hard enough.
