I agree with the first part of your statement, although its relevance is questionable, but not the 2nd as its relative to an individuals car, disposable income, wages, & even the empathy they have for the newer car owner & the money they're loosing to depreciation. After the fuel costs the £30 a month 'road tax' was the biggest cost to me.
