engine runs lumpy

Hi everyone. I have a 206 gti that runs lumpy after it has been on a run, or if I'm on a run and have to stop and re-start. When i changed the spark plugs the No1 chamber had oil on the plug and in the plug sleeve. Someone told me that the oil on the plug is causing the car to arc and run lumpy. Any idea's on how to cure the oil problem ???

Maybe the rings are worn on the piston letting oil throu .

Is there blue smoke coming out the exhaust pipe burning oil ?
Inlet/ outlet valves seals gone ?
