right i have checked all the wires are conneted right but still doesnt work number 13 fuse is fine but when you press the horn there is a clicking noise in the engine fuse box so i think the wires behide the steering wheel are fine its the horn thats broke, what you guys think?

I would agree with you. Remove the connection and test for 12v on the loom when it is being pressed. You will then have your answer.

What He Said ,and also you can test the horn itself by giving it a direct 12 Volts, but since you got clicking sound when you press the steering wheel, then you are fine from the inside to the engine fuse box, which leaves you with the option of bad harness from fuse box to horn,or the horn itself.

If its a dual tone, it could be a corroded connector on the horn. I took the wire off & had it as a single tone.

it is a dual tone as its a gti 180 and i cant see any corroded wires at all,so am deffo thinking its the horn so got me self just a normal 206 horn to try and if that works i will just use that one as its ment be a proper pain in ass to remove the horn on a gti 180 bumper off job.

It is a pain.....but try removing one wire at a time from the horn to see if at least part of it works.
